John McDonald

John D. McDonald, P.E., is Global Smart Grid Strategy Leader – North America, Global Smart Grid Strategy Group, for GE Energy Connection’s Grid Solutions business. John has 43 years of experience in the electric utility transmission and distribution industry. John received his B.S.E.E. and M.S.E.E. (Power Engineering) degrees from Purdue University, and an M.B.A. (Finance) degree from the University of California-Berkeley. John is a Life Fellow of IEEE, and was awarded the IEEE Millennium Medal, the IEEE Power & Energy Society (PES) Excellence in Power Distribution Engineering Award, the IEEE PES Substations Committee Distinguished Service Award, and the IEEE PES Meritorious Service Award. John is Past President of the IEEE PES, the VP for Technical Activities for the US National Committee (USNC) of CIGRE, the Past Chair of the IEEE PES Substations Committee, and the IEEE Division VII Past Director. John was on the Board of Governors of the IEEE-SA. John was elected to Chair the Smart Grid Interoperability Panel (SGIP) Board from 2010-2014. John received the 2009 Outstanding Electrical and Computer Engineer Award from Purdue University. John teaches a Smart Grid course at the Georgia Institute of Technology, a Smart Grid course for GE, and Smart Grid courses for various IEEE PES local chapters as an IEEE PES Distinguished Lecturer. John has published eighty papers and articles and has co-authored four books.

Richard Mroz, President, New Jersey Board of Public Utilities
Richard Mroz

Richard S. Mroz, Esquire, was named by Governor Christopher J. Christie as President to the N.J. Board of Public Utilities (NJBPU) in October 2014. As such, he serves as a member of the Governor’s Cabinet. President Mroz is Chairman of the NARUC Critical Infrastructure Committee and serves on the Electricity Committee and Subcommittee on Nuclear Issues—Waste Disposal. He is President of the Organization of PJM States, Inc. and is also a member of the New Mexico State University Center for Public Utilities Advisory Council. Before joining the NJBPU, he worked in private practice as a lawyer and lobbyist as Managing Director of Archer Public Affairs and Of Counsel to Archer & Greiner P.C. Former New Jersey Governor Whitman appointed him to several senior positions in her administration. He served as Director of Authorities and Governor’s Counsel for the State’s largest independent agencies. He was then appointed Special Counsel to undertake responsibility for a series of special projects. And in 1999, Governor Whitman appointed Mr. Mroz to be Chief Counsel.

Jonathan Monken, Senior Director, System Resiliency and Strategic Coordination for PJM Interconnection
Jonathan Monken

Jonathon Monken is the Senior Director, System Resiliency and Strategic Coordination for PJM Interconnection, working in the areas of business continuity, physical and cyber security, risk management and resilience planning for the world’s largest wholesale energy market. Most recently, Mr. Monken served as VP, U.S. Operations for the EIS Council, developing best practices to improve the resilience of life support infrastructure systems to “Black Sky” events. Mr. Monken served as Director of the Illinois Emergency Management Agency (IEMA) where he oversaw Illinois’ disaster preparedness and response, nuclear safety and homeland security programs. Monken also served for two years as Acting Director of the Illinois State Police and possesses a distinguished military career as an armor officer for one tour of duty in Kosovo and two combat tours in Iraq, during which he was awarded the Bronze Star Medal and the Army Commendation Medal with “V” Device for valor in combat. Monken graduated from the United States Military Academy at West Point, and holds an MBA from Northwestern University's Kellogg School of Management.

Mikhail Falkovich, Director, Information Systems, Con Edison
Mikhail Falkovich

Mikhail Falkovich is the Director of Information Security for Consolidated Edison Company of New York, Inc., one of the nation’s largest investor-owned energy companies, providing electric, gas and steam service for New York City and Westchester County, New York. Falkovich is a utility industry professional with expertise in information technology, reliability, and cybersecurity efforts. Mikhail creates secure network infrastructures for control centers and corporate environments, and supports the development of Critical Infrastructure Protection (CIP) standards for the utility industry. Falkovich previously chaired the regional ReliabilityFirst CIP Committee and lead the Control Systems Security Working Group within the NERC CIP Committee. He is a graduate of Cornell University where he received a bachelor’s and a master’s degree in Electrical Engineering and built a world champion team of soccer playing robots.

Paul Stockton, Managing Director, Sonecon LLC
Paul Stockton

Paul Stockton is the managing director of Sonecon LLC, an economic and security advisory firm in Washington, DC. Before joining Sonecon, he served as the assistant secretary of defense for Homeland Defense and Americas’ Security Affairs from May 2009 until January 2013. In that position, he was the secretary of defense’s principal civilian advisor on providing defense support to FEMA and DHS during Superstorm Sandy, Hurricane Irene, and other disasters. Dr. Stockton also served as DOD’s domestic crisis manager and was responsible for Defense Critical Infrastructure Protection policies and programs. In addition, Dr. Stockton served as the executive director of the Council of Governors. Prior to being confirmed as assistant secretary, Dr. Stockton served as a senior research scholar at Stanford University’s Center for International Security and Cooperation and associate provost of the Naval Postgraduate School (NPS). Dr. Stockton was twice awarded the Department of Defense Medal for Distinguished Public Service, DOD’s highest civilian award. DHS awarded Dr. Stockton its Distinguished Public Service Medal. Dr. Stockton holds a PhD from Harvard University and a BA from Dartmouth College. He is the lead co-author of “Curbing the Market for Cyberweapons” (Yale Law & Policy Review, 2013) and numerous other studies on cybersecurity issues. Dr. Stockton is senior fellow of the Johns Hopkins University Applied Physics Laboratory and serves on the boards of Analytic Services, Inc, Idaho National Laboratory, and the Center for Cyber and Homeland Security Studies at the George Washington University.

Zachary Tudor, Associate Laboratory Director, National Homeland Security, Idaho National Laboratory
Zachary Tudor

Zachary (Zach) Tudor is the Associate Laboratory Director of Idaho National Laboratory’s (INL) National and Homeland Security’s (N&HS) organization, a major center for national security technology development and demonstration, employing 550 scientists and engineers across $300M in programs for the Department of Defense (DOD), Department of Homeland Security (DHS), and the Intelligence Community. N&HS is responsible for INL’s Nuclear Nonproliferation, Critical Infrastructure Protection, Defense Systems, and Homeland Security missions that include safeguarding and securing vulnerable nuclear material, enhancing the overall security and resilience of the nation’s infrastructure, and providing protective system solutions and heavy manufacturing of armor for national defense. Mr. Tudor has over 30 years of experience in IT and cyber security management, operations, and incident response. Past positions include Program Director in the Computer Science Laboratory at SRI International, support to the Control Systems Security Program (CSSP) and the ICS-CERT at DHS, on-site deputy, program manager for the NRO’s world-wide operational network, information security manager for OSD CIO’s Enterprise Operations Support Team, and security management support for the Centers for Medicare and Medicaid Services. Mr. Tudor holds an M.S. in Information Systems from George Mason University concentrating in cyber security.

Jamey Sample, Cybersecurity Practice Leader, Power & Utilities Sector, EY
Jamey Sample

Jamey is the Cybersecurity Practice Leader for the Power and Utilities Sector at EY with over 20 years of experience in establishing and operating enterprise security risk management programs. Most recently, Jamey served as the Chief Information Security Officer (CISO) at Pacific Gas & Electric (PG&E). He was accountable for the governance, oversight, and support of PG&E's enterprise security and critical infrastructure protection program. He was responsible for overall achievement and compliance with regulatory requirements and identifying, assessing, and prioritizing cybersecurity risk.

Prior to PG&E, Jamey served as the CISO for Tennessee Valley Authority and Manager of Information Security at the California Independent System Operator. Jamey served in the United States Navy as a Cryptologic Technician where during his last assignment was the Non-Commissioned Officer in Charge of U.S. Commander in Chief Pacific, Intelligence Directorate Systems Engineering and Assistant ISSO.

Honorable Patricia Hoffman, Assistant Secretary, Office of Electricity Delivery & Energy Reliability, U.S. Dept. of Energy
Honorable Patricia Hoffman

Patricia Hoffman was named Assistant Secretary for the Office of Electricity Delivery and Energy Reliability (OE) at the United States Department of Energy (DOE) in June 2010 after serving as Principal Deputy Assistant Secretary for OE since November 2007. Assistant Secretary Hoffman provides leadership on a national level on electric grid modernization, enhancing the security and reliability of the energy infrastructure and facilitating recovery from disruptions to the energy supply. This is critical to meeting the nation’s growing demand for reliable electricity by overcoming the challenges of our nation’s aging electricity transmission and distribution system and addressing the vulnerabilities in our energy supply chain.

Ms. Hoffman holds a Bachelor of Science and a Master of Science in Ceramic Science and Engineering from Pennsylvania State University.
